2025年國內(nèi)港口PSC檢查結(jié)果近日出爐，上海、深圳、日照、欽州、大連、寧波、廣州等多地港口暴露出設(shè)備隱患、操作疏漏、記錄缺失等百余項(xiàng)缺陷，觸目驚心！從銹蝕的消防栓到斷裂的救生艇纜繩，從失效的警報(bào)系統(tǒng)到未更新的記錄，每一處細(xì)節(jié)都可能成為航行安全的“致命漏洞”。數(shù)據(jù)顯示，消防系統(tǒng)故障、應(yīng)急設(shè)備不達(dá)標(biāo)、關(guān)鍵記錄不規(guī)范成為高頻問題，部分船舶甚至因設(shè)計(jì)缺陷或維護(hù)不足導(dǎo)致救生艇無法水密、舵機(jī)同步失靈等重大風(fēng)險(xiǎn)。這不僅威脅船員生命安全，更可能引發(fā)嚴(yán)重的環(huán)保與合規(guī)危機(jī)。本期分享一下2025年1-4月份關(guān)于中國PSC部分滯留和缺陷小結(jié)。為方便各位航友閱讀，小海哥對(duì)各條缺陷做簡單直譯，有些翻譯可能比較雞肋，請(qǐng)以英文敘述為主，本期內(nèi)容僅供航友學(xué)交流與參考，希望各位航友多看缺陷，以防掉坑。1.上海港 SHANGHAI 2025.1.2/630 It was observed that the crew ascended the stairs with an injured person from the bottom of the machinery space up into the escape trunk. This process took more than ten minutes.觀察到船員攜帶傷員從機(jī)艙底部通過樓梯進(jìn)入逃生通道，此過程耗時(shí)超過十分鐘。17 The emergency escape trunk is capable of extending to the lower level without any constraints. 應(yīng)急逃生通道可無阻礙延伸至下層。30 Delivery pressure of the emergency fire pump found insufficient due to the shaft seal leaking. 應(yīng)急消防泵因軸封泄漏導(dǎo)致輸出壓力不足。17 The limit switch for starboard side lifeboat davit out of order.右舷救生艇吊架限位開關(guān)故障。30 Main engine dead slow down occurred unexpectedly.主機(jī)意外減速至最低轉(zhuǎn)速。30 Ten twist-lock foundations on the cargo hold hatch cover of Bay 33 corroded seriously. 33號(hào)貨艙艙蓋的10個(gè)扭鎖基座嚴(yán)重腐蝕。30 No water flow was witnessed from the fire hydrant in steering gear room during the main fire pump running and the isolation valves open.主消防泵運(yùn)行且隔離閥開啟時(shí)，舵機(jī)室消防栓無水流。30 Two isolation valves in the passageways found malfunction, as evidenced by water spraying from the fire hydrant of poop deck when valves were shut-off and the fire pump was running.通道內(nèi)兩個(gè)隔離閥故障，表現(xiàn)為閥門關(guān)閉且消防泵運(yùn)行時(shí)，尾甲板消防栓噴水。30 The high pressure F.O. leakage alarm for No.4 G/E failed to be demonstrated by engineers during inspection. 4號(hào)發(fā)電機(jī)高壓燃油泄漏警報(bào)在檢查中未通過輪機(jī)員演示。17 The training content for BWM to all crews conducted on 29th Dec. 2024 did not meet the requirement of BWMP. 2024年12月29日對(duì)全體船員進(jìn)行的壓載水管理培訓(xùn)內(nèi)容不符合壓載水管理計(jì)劃（BWMP）要求。30 Not familiar with abandon ship drill.棄船演習(xí)不熟練。30 Embarkation ladder rope broken. 登乘梯繩索斷裂。30 No.3 G/E FO Isolating valve But the valve fail to open remotely from a position in emergency fire pump space.應(yīng)急消防泵海底閥安裝在機(jī)艙，但無法從應(yīng)急消防泵室遠(yuǎn)程開啟。17 Alarm bell of emergency generator room found out of work.應(yīng)急發(fā)電機(jī)室警鈴失效。30 Fire main isolation valve cannot be closed completely.消防總管隔離閥無法完全關(guān)閉。30 When wheel hard to port, rudder cannot reach 35 degrees.左滿舵時(shí)，船舵無法達(dá)到35度。30 Accommodation ventilator cannot be closed completely.生活區(qū)通風(fēng)筒無法完全關(guān)閉。9.廣州港 GUANGZHOU 2025.4.2317 The bypass event not recorded in ballast book.壓載水旁通事件未記錄在壓載水記錄簿中。17 The annual survey endorsement for ballast water management certificate in 2024 has exceeded the range.2024年壓載水管理證書年度檢驗(yàn)簽注超期。30 The installation of the stop check valve BG37V between eductor and hawse pipe of de-watering system was not in compliance with damage control plan.排水系統(tǒng)噴射泵與錨鏈管之間的止回閥BG37V安裝不符合破損控制計(jì)劃要求。17 The shallow contour set to 15m, while company’s policy shallow contour Max. draft 13.4 M.淺水等深線設(shè)置為15米，但公司政策規(guī)定最大吃水為13.4米。30 The ventilation for CO2 room on A deck and steering gear room on poop deck cannot be closed. A甲板CO2室及尾甲板舵機(jī)室通風(fēng)無法關(guān)閉。30 The starboard green sidelight installed wrong, the light cannot show an unbroken light over an arc of the horizon of 112.5 degrees from ahead to 22.5 degrees abaft the beam on starboard.右舷綠舷燈安裝錯(cuò)誤，燈光無法覆蓋右舷正前方至正橫后22.5度的112.5度連續(xù)水平弧光。30 The small diameter cock on the sounding pipe for five(5) tanks (waste oil tank, overflow tank, etc) missing, clogged or not self-closing type.五個(gè)液艙（污油艙、溢流艙等）測量管上的小直徑旋塞缺失、堵塞或非自閉型。30 The ventilation fire damper for purifier room cannot be closed.分油機(jī)室通風(fēng)防火擋板無法關(guān)閉。17 One receptacle in steering gear room was not non-combustible material.舵機(jī)室一個(gè)插座非阻燃材料制成。17 Multiple loadline certificates were held onboard.
