最近PSCO關于手提泡沫槍的開具了不少缺陷，有國內(nèi)的，也有國外的，甚至出現(xiàn)了滯留缺陷！提醒同行注意，經(jīng)常開具的缺陷如下:

手提泡沫裝置缺陷是個古老缺陷，以前經(jīng)常出現(xiàn)，現(xiàn)在老樹發(fā)新芽，喜迎第二春，大家還是要重點注意的！

對于手提泡沫槍的配備,最早條款,出現(xiàn)在：

SOLAS1983修正案II-2章第6條: A portable foam applicator unit shall consist of an air-foam nozzle of an induct or type capable of being connected to the fire main by a fire hose, together with a portable tank containing at least 20l of foam-making liquid and one spare tank. The nozzle shall be capable of producing effective foam suitable for extinguishing an oil fire, at the rate of at least 1.5m3/minute.

SOLAS2000修正案II-2第10.5.1條進行了修訂，對于內(nèi)設燃油鍋爐和燃油裝置的A類機器處所，應在每一鍋爐艙內(nèi)或鍋爐艙入口（in each boiler room or at an entrance outside of the boiler room）處配備一套手提泡沫槍裝置。

FSS規(guī)則對手提泡沫槍的具體性能和組成進行了規(guī)定，總結如下：

1.該設備基本構成是：連接水龍（fire hose）+槍（a foam nozzle）+20L充滿泡沫液的容器（a portable tank containing at least 20 liters of foam concentrate）+20L充滿泡沫液的備用容器（spare tank of foam concentrate of the same capacity.）

2.泡沫液應被主管機關認可，也即：有證書

3. 泡沫溶液的流量至少為200 l/min，適合撲滅油類火

常見的缺陷是：船員不會使用手提泡沫槍裝置，備用泡沫液缺失，或者槍缺失，或者水龍跟消防主管路連接不匹配，手提泡沫裝置位置不正確（有的沒有放在鍋爐艙內(nèi)或入口）等。

這里需要注意的是，以往有朋友咨詢手提泡沫液是否需要盛滿泡沫液，我理解是需要的，盡管上文1983修正案，我標黑的位置，只提到了一個備用容器（spare tank），考慮到83修比較古老，應以最新的修正案為準，回到FSS code原文：A portable foam applicator unit shall consist of a foam nozzle/branch pipe, either of a self-inducing type or in combination with a separate inductor, capable of being connected to the fire main by a fire hose, together with a portable tank containing at least 20 liters of foam concentrate and at least one spare tank of foam concentrate of the same capacity.

第一、公約中對使用的泡沫桶和備用的，均使用了foam concentrate 這個詞組，備用和再用的要求應該是一致的；

第二、由于消防設施要求立即可用，一般手提泡沫裝置，再用容器應充滿泡沫液，容易造成泡沫盛放裝置損壞或者失效等，備用的目的是以防不時之用。
